District Governing Board
Coconino Community College is governed by a five-member District Governing Board. Board members are elected officials representing districts throughout Coconino County. Board positions are unpaid volunteer roles, with members serving six-year terms. Each member’s district covers the same geographical area as those of the Coconino County Board of Supervisors. - District 1: Covers western Coconino County, including Grand Canyon Village, Tusayan, Supai, Valle, Parks, Bellemont, and portions of Flagstaff.
- District 2: Includes portions of central and eastern Flagstaff and extends east along the I-40 corridor toward Winona and Twin Arrows.
- District 3: Encompasses southern Coconino County, including Kachina Village, Mountainaire, Munds Park, Mormon Lake, Happy Jack, Oak Creek Canyon, Forest Lakes, and portions of Flagstaff.
- District 4: Represents eastern Coconino County, including Leupp, Tolani Lake, Birdsprings, Leupp Corner, Navajo Mountain, and portions of eastern and northeastern Flagstaff.
- District 5: Spans northern Coconino County, including Page, Fredonia, Tuba City, Moenkopi, Cameron, Gray Mountain, Marble Canyon, Jacob Lake, Kaibeto, and surrounding communities.

CCC Foundation Board RepresentativeNat White has served on the CCC District Governing Board since January 1999. He currently represents the District Governing Board on the Coconino Community College Foundation Board. Dr. White’s civic contributions have included serving on the Flagstaff City Council, the Technical Research Innovation Fund, the Flagstaff/Coconino County Library Foundation Board, and the Sustainable Economic Development initiative. Dr. White came to Flagstaff in 1969 to work at Lowell Observatory as an astronomer. He has been the program manager for the Navy Prototype Optical Interferometer at Anderson Mesa, south of Flagstaff. Dr. White retired in April 2007 from Lowell Observatory, where he maintains the position of adjunct astronomer.

Arizona State Representative – Association of Community College Trustees (ACCT)
Patricia Garcia was sworn into her first elected six-year term on the CCC District Governing Board on January 25, 2011. She is a native of Flagstaff and has been actively involved in the Flagstaff community as a graduate of the Flagstaff Leadership Program, Flagstaff 20/20 Vision Task Force member, United Way Board member and past President, Coconino County Planning and Zoning Commission, and has served on many other boards and commissions. Ms. Garcia earned her bachelor’s and master’s degrees at Northern Arizona University and looks forward to fostering the continued partnership between CCC and NAU.

Arizona Association of Community College Trustees (AACCT) Representative
Eric Eikenberry was appointed in January 2021 and then elected in 2022. Eric brings 20 years of experience as a community college administrator and once supervised distance learning, occupational and vocational programs, academic programs and centers, non-credit education, and a federal jobs grant. In the 40-plus years he has lived in Williams, Mr. Eikenberry has owned a construction company, a bed and breakfast, served as the chamber of commerce director, worked as an EMT, robbed and entertained passengers on the Grand Canyon Railway, and most recently, before his retirement, used his experience as a USMC veteran to counsel other veterans and National Guard Soldiers on employment and education. A product of the community college system, Mr. Eikenberry earned an A.A. from Mesa Community College, a B.A. from Arizona State University, and an M.Ed. from Northern Arizona University. Mr. Eikenberry previously served on the Board in 2007 and 2008.

CCC District Governing Board member Patrick Hurley has served the College for more than two decades on the Citizens’ Advisory Committee, CCC Foundation Board of Directors, including President, and as a District Governing Board member and chair. As the owner of Construction Management Associates, Inc., Mr. Hurley offers construction management and general contracting services. He received his education from the Colorado Community College system and civil engineering training at Colorado State University. Early business years included constructing and managing residential and heavy commercial projects in Colorado and work as a construction engineer on projects such as a nuclear power plant in Illinois and the world’s largest natural gas liquefaction facility in Saudi Arabia. A Flagstaff resident for 38 years, Hurley has been active in many community organizations.

Joey Smith is a product of Northern Arizona, having been born in Flagstaff and raised in Page. He is also a member of the Yavapai-Apache Nation located in Camp Verde. Mr. Smith began his college education through the community college system at Mesa Community College. He received undergraduate degrees from Arizona State University and then a master’s degree from The Chicago School of Professional Psychology in Industrial and Organizational Psychology. Mr. Smith’s professional career is in the field of human resources. He is a certified Professional in Human Resources (PHR) through the Human Resources Certification Institute and is currently a Regional HR Business Partner for Community Bridges, Inc. Before being appointed to the District Governing Board in 2019, Mr. Smith served on the Coconino Community College Foundation Board of Directors for three years from (2016 – 2019).
Role of the board
The District Governing Board is responsible for setting the institutional direction of Coconino Community College while leaving day-to-day operations to the President and CEO.
Specifically, the Board:
- Determines the mission and sets strategic goals for the college
- Adopts policies to govern the college and its programs
- Reviews and approves the college’s annual budget
- Selects, evaluates, and appoints the President and CEO
- Ensures CCC meets the educational needs of Coconino County residents
- Ensures CCC fulfills its legal and procedural requirements as a public institution
Specific operational decisions are made by the President and the administration. Complaints or grievances are handled through established college procedures, not by the Board directly.

Board Meetings
The District Governing Board meets on the third Wednesday of each month at 5:45 p.m. in the Board Room (Room 200), at the Lone Tree Campus, 2800 S. Lone Tree Road, Flagstaff, AZ 86005, unless otherwise noted. Times and locations are subject to change. Check this page for the latest updates.
- Board meetings are open to the public except portions held in executive session.
- Agendas are posted electronically no less than 24 hours before each meeting.
- Minutes are posted as a courtesy to the public after they have been approved at the next regular Board meeting.
- Minutes may not be approved at special meetings or work sessions.
- Draft copies of meeting minutes of District Governing Board meetings are available three business days after each meeting per A.R.S. § 38-431.01(E).
Public Comment
The public is welcome to attend all Board meetings. Members of the public may submit written comment up to two hours prior to a scheduled meeting by emailing president@coconino.edu or leaving a voicemail at (928) 226-4217.
Public comment is not available at work sessions and special meetings. At regular meetings, public comment is limited to two minutes per speaker. Unless comment relates to a specific agenda item, Board action is limited to directing staff to study and/or schedule the matter for future consideration.

Pursuant to A.R.S. 38-431.02, a courtesy notice is hereby given that a majority of the District Governing Board members may attend the following social events or meetings: state, county, and local organizations’ meetings, fundraisers and other events, CCC commencement ceremonies and celebrations, CCC sporting events, CCC Foundation fundraising, and other potential community events.
