Understanding Non-Resident Tuition
Non-Resident Tuition means that your permanent home (domicile) for the 12 months before you started school is not in Arizona. This includes living in a different state, a different country, or being an immigrant without legal residency in the United States.
If you think that you have been incorrectly identified, ask for a change early. The deadline to request a change is one week before the end of the current term. CCC cannot change your tuition residency for a past term.
If you do not meet the usual requirements, you may still qualify for resident or lower tuition another way. There are many ways to get discounted tution detailed on this page.
What Is a Permanent Home?
Arizona law uses the word domicile to mean your permanent home. It is the place you plan to remain and return to after leaving temporarily.
To show that your permanent home is outside of Arizona, you generally:
- Have lived outside of Arizona for at least 12 months before classes begin;
- Intend to return to another state or country after school;
- Kept important ties to your former state or county; and
- Have moved to Arizona only to attend college.
Living in Arizona for 12 months does not make you a resident for tuition by itself. CCC will review your full situation when making a decision about your residency.
Other Ways to Qualify for Resident or Lower Tuition
You may qualify for resident or lower tuition even if you have not made Arizona or Coconino County your permanent home for 12 months.

Arizona High School Graduates: Proposition 308
- Who May Qualify?
Proposition 308 allows some Arizona high school graduates to receive in-state tuition regardless of immigration status.
You may qualify if you:
- Attended an Arizona public, private, or homeschool high school option while physically living in Arizona for at least two years; and
- Graduated from an Arizona public, private, or homeschool high school option or earned a high school equivalency diploma, such as a GED, in Arizona.
- What Should I Submit?
If you graduated from an Arizona high school, submit a transcript showing at least two years of attendance and your graduation.
If you earned a GED or another high school equivalency diploma in Arizona, submit:
- Your Arizona high school transcript showing at least two years of attendance; and
- Your Arizona high school equivalency transcript.
Undocumented students who meed this criteria are eligible for this benefit. If you are in the United States on a visa, CCC may need other information. Federal law does not allow some visa holders to qualify under Proposition 308.

Students From Other Western States: Western Undergraduate Exchange (WUE)
- Who May Qualify?
The Western Undergraduate Exchange, or WUE, gives eligible students from participating Western states and territories a lower tuition rate.
CCC will consider you for WUE when it reviews your application and residency documents. You do not need to complete a separate WUE application.
All CCC degree and certificate programs are eligible. However, some specialty courses are charged at the non-resident rate.
- What Should I Submit?
Submit documents showing your identity and permanent home in an eligible WUE state or territory. CCC may ask for a current driver’s license, state identification card, or other proof of residency.
The list of participating states and territories may change. Check the Western Interstate Commission for Higher Education website for the current list.

Military Members, Veterans, and Their Families
- Who May Qualify?
You may qualify if you are:
- An active-duty service member stationed in Arizona
- The spouse or dependent child of a service member stationed in Arizona
- A service member who has claimed Arizona as a legal residence for the required time
- An honorably discharged or retired service member who has taken steps to make Arizona a permanent home
- A student using certain federal veterans education benefits
- A qualifying spouse or dependent using transferred military education benefits
- A contracted ROTC cadet in an Arizona ROTC program
The rules depend on your military service, family relationship and education benefits.
- What Should I Submit?
Depending on your situation, CCC may ask for:
- A government-issued photo ID
- Military orders
- A DD-214
- Veterans education benefit documents
- Proof of your relationship to the service member
- Documents showing that Arizona is your permanent home

Qualifying Tribal Members
- Who May Qualify?
You may qualify for in-state tuition if:
- You are an enrolled member of a federally recognized tribe;
- You live on the tribe’s reservation; and
- The reservation is in Arizona and extends into another state.
If your permanent home is in Coconino County, you may qualify for the in-district rate through the usual residency process.

- Tribal identification or another record showing tribal enrollment
- Documents showing where your permanent home is
- Other information needed to confirm that the exception applies

Employees Transferred to Arizona
- Who May Qualify?
You may qualify for resident tuition if your employer transferred you to Arizona for work. Your spouse may also qualify.
- What Should I Submit?
CCC may ask for:
- A letter from your employer explaining the transfer
- Your Arizona employment start date
- A government-issued photo ID
- Documents showing your Arizona address
- Proof of marriage if your eligibility is based on your spouse’s transfer

Arizona Teachers and Classroom Aides
- Who May Qualify?
You may qualify if you:
- Work full-time as a teacher for an Arizona school district; or
- Work full-time as a noncertified classroom aide for an Arizona school district.
This option applies only to courses required for Arizona teacher certification. It does not automatically apply to your family members.
- What Should I Submit?
CCC may ask for:
- Your employment contract or a letter from your school district
- Proof that you work full-time
- Information showing that the courses are required for teacher certification
- A government-issued photo ID

Students Married to an Arizona Resident
- Who May Qualify?
You may qualify without personally meeting the 12-month requirement if your spouse:
- Has made Arizona their permanent home for at least one year;
- Pays their own living expenses; and
- Is allowed to list you as a dependent on state and federal income tax returns.
Other requirements may apply if you are not a U.S. citizen.

- Proof of marriage
- Your spouse’s government-issued photo ID
- Documents showing your spouse’s Arizona permanent home
- Tax or financial records
- Citizenship or immigration documents, when required

AmeriCorps and VISTA Participants
- Who May Qualify?
You may qualify for in-state tuition if you served in AmeriCorps or Volunteers in Service to America in Arizona for at least one year.
- What Should I Submit?
CCC may ask for an official service record or letter showing:
- The name of the program
- That your service took place in Arizona
- Your service start and end dates

Apache and Greenlee County Residents
- Who May Qualify?
If your permanent home is in Apache or Greenlee County, you may qualify for CCC’s resident in-district tuition rate.
- What Should I Submit?
Submit documents showing that Apache or Greenlee County is your permanent home. CCC will tell you if an affidavit or other county documentation is required.

Kane County, Utah Residents
- Who May Qualify?
If your permanent home is in Kane County, Utah, you may receive a tuition rate equal to CCC’s resident out-of-district rate for up to six credit hours each term.

Ask CCC to Change Your Tuition Residency
1. Complete the Form
Complete and sign the Domicile Affidavit-Residency Statement
2. Gather Your Documents
The current form requires:
- A state-issued photo ID or driver’s license
- At least two documents that show where your permanent home is
- Documents generally dated more than 12 months before classes began
- Information from your parent, guardian, or spouse if you are using that person’s residency
Complete every required section. Missing information may delay CCC’s decision.
3. Submit Your Request
You may submit your form and documents:
- Through CCC’s Secure Upload site
- By email to Admissions and Enrollment Services
- In person
Use Secure Upload when your documents contain private information. You must sign in with your Comet ID and password. If you sign a PDF electronically, download it and open it in Adobe Reader before signing and uploading it.
After You Submit Your Request
CCC will review your form and documents. Check your CCC student email for a decision or a request for more information. If you believe that the decision is incorrect, you can appeal it. All decisions made on appeals are final and cannot be appealed a second time.
Review times may vary. Submit your request as early as possible, especially if your tuition payment deadline is approaching.

Frequently Asked Questions
- Do I have to live in Arizona for 12 months to qualify for a lower tuition rate?
Not always. The options on this page allow some students to qualify without meeting the usual 12-month residency requirement. You must still meet the requirements for the specific option and provide any requested documents.
- Will CCC automatically give me the lower rate?
It depends on the tuition option. CCC considers eligible students for WUE using the information provided with their application. Other options may require you to contact CCC and submit additional documents. Do not assume your tuition rate has changed until CCC confirms it.
- Is a lower tuition rate the same as resident in-district tuition?
Not necessarily. Some options provide in-state tuition, while others provide a different reduced rate. Review CCC’s current tuition rates to see how much each category costs.
- Does the tuition option apply to every CCC course?
Not always. Some options apply only to certain courses or a limited number of credits. Review the requirements for your option and contact Admissions and Enrollment Services before registering if you are unsure.
- What should I do if my residency classification is incorrect?
You may ask CCC to review your status for the current term. You will need to submit a Domicile Affidavit and provide supporting documents to Admissions and Enrollment Services. CCC cannot change your residency status for a past term.
- Can CCC change my tuition residency for a past semester?
No. Changes are available only for the current term.
- What if my situation is not listed?
The options on this page are a general overview and may not cover every situation. Contact Admissions and Enrollment Services for an individual review.
- I moved to Arizona for school, but I plan to stay here. Am I a resident now?
Generally, no. You need to have significant ties to Arizona outside of going to school to qualify as a resident.
