Show that You Qualify for Resident Tuition

Resident Tuition means that your permanent home is in Arizona. To qualify through the usual process, you must show that Arizona or Coconino County has been your permanent home for at least 12 consecutive months before classes begin. CCC uses two types of resident tuition: In-County Resident or Out-of-County Resident.

If your permanent home (domicile) is in Coconino County, and you have lived there for more than 12 months, you can qualify for In-County Resident Tuition. If you have lived in Arizona, but not in Coconino County for the previous 12 months or more, you qualify for Out-of-County Tuition.

If you think that you have been incorrectly identified, ask for a change early. The deadline to request a change is one week before the end of the current term. CCC cannot change your tuition residency for a past term.

If you do not meet the usual requirements, you may still qualify for resident or lower tuition another way.

Arizona law uses the word domicile to mean your permanent home. It is the place you plan to remain and return to after leaving temporarily.

To show that Arizona or Coconino County is your permanent home, you generally must:

• Have lived there for at least 12 months before classes begin;
• Take steps that show you plan to remain there;
• End or reduce important ties to your former state or county; and
• Show that you live there for reasons beyond attending college.

Living in Arizona for 12 months does not make you a resident for tuition by itself. Attending school, owning property or paying Arizona taxes may support your request, but CCC will review your full situation.

CCC may ask for documents that answer three questions:

1. Who are you?
2. What is your citizenship or immigration status?
3. Where is your permanent home?

The documents you need will depend on your situation. CCC reviews all the information you provide instead of making a decision based on one document.

Students without lawful immigration status may still qualify for resident tuition through Arizona Proposition 308.

Documents That Show Your Identity

Examples include:

• A current driver license, instruction permit or state identification card
• U.S. military identification or a military dependent card
• A school identification card with your photograph
• Government- or employer-issued identification with your photograph
• A passport or passport card
• Tribal identification card or Certificate of Indian Blood

If you use a non-U.S. passport, CCC may also ask for visa or immigration documents.

Documents That Show Citizenship or Immigration Status

Examples currently accepted by CCC include:

• A current Arizona driver license, instruction permit or state identification card
• Current REAL ID-compliant identification from another state
• U.S. military identification
• A birth certificate
• A Social Security card
• A U.S. passport or passport card
• Bureau of Indian Affairs or tribal identification
• A tribal affidavit of birth
• A Certificate of Indian Blood
• A permanent resident card

If you are not a U.S. citizen, CCC may ask for other documents. Contact Admissions and Enrollment Services if you are unsure what to provide.

Documents That Show Your Permanent Home

Examples include:

• An Arizona driver license or state identification card issued more than 12 months before classes begin
• Motor vehicle registration showing when it was issued
• An Arizona income tax return
• Utility bills from both the current year and at least one year earlier
• Voter registration
• A high school transcript, if you graduated or left high school less than one year ago
• Employment or financial-support records
• Bank records
• Other records that show Arizona is your permanent home

Arizona voter registration may help show that Arizona is your permanent home. It does not show which Arizona county is your permanent home.

CCC may ask for other documents. Providing one of the documents above does not guarantee that you will receive resident tuition.

CCC may use your parent’s or guardian’s permanent home to determine your tuition residency.

You may qualify if your parent or guardian:

• Has made Arizona or Coconino County their permanent home; and
• Is allowed to list you as a dependent on state and federal income tax returns.

CCC may ask for documents showing your parent’s or guardian’s identity, permanent home and tax relationship to you.

CCC may need to know whether you support yourself financially, especially if your parents or another person who supports you lives outside Arizona.

CCC may review:

• Where you work and how much you earn
• Other money or support you receive
• Your Arizona income tax returns
• Whether someone else lists you as a dependent
• The address on your or your parents’ tax returns
• How you pay your living and college expenses

Paying your own expenses does not make you a resident by itself. You must also show that Arizona is your permanent home.

1. Complete the Form

Complete and sign the Domicile Affidavit-Residency Statement

2. Gather Your Documents

The current form requires:

• A state-issued photo ID or driver’s license
• At least two documents that show where your permanent home is
• Documents generally dated more than 12 months before classes began
• Information from your parent, guardian, or spouse if you are using that person’s residency

Complete every required section. Missing information may delay CCC’s decision.

3. Submit Your Request

You may submit your form and documents:

• Through CCC’s Secure Upload site
• By email to Admissions and Enrollment Services
• In person

Use Secure Upload when your documents contain private information. You must sign in with your Comet ID and password. If you sign a PDF electronically, download it and open it in Adobe Reader before signing and uploading it.

CCC will review your form and documents. Check your CCC student email for a decision or a request for more information.

Review times may vary. Submit your request as early as possible, especially if your tuition payment deadline is approaching.
